(1) Subjects written in schedule-1 will be implemented after the decision of the Council of Ministers. 
(2) The Secretary of the Council of Ministers may monitor or arrange for the implementation of the decision of the Council of Ministers, and if it is not found that the decision has been implemented during such monitoring, the Secretary of the relevant Ministry or Agency shall be instructed to implement the same and inform the Prime Minister.
